Spokane to implement direct assistance program for those without indoor cooling

Following up on Spokane’s “right to cooling” law, which requires landlords to provide tenants with air conditioning if a resident’s health is at risk, the Spokane City Council on Wednesday unanimously approved a program proposed by Mayor Lisa Brown to offer direct financial assistance to help cool both tenants and homeowners.
