The New US Piracy Bill Would Regulate Paid VPNs. Free Ones Are Off the Hook.

The American Copyright Protection Act, filed on September 16, 2026 by Rep. Darrell Issa, would force VPNs, ISPs, and DNS resolvers to block foreign piracy sites through court orders, but only if the VPN provider has at least 100,000 monthly US subscribers.
